This area was first scouted by Spanish explorer Don Gaspar de Portola in 1769. The area that is now Camp Pendleton has gone through many landowners, including the Mission San Luis Rey. When one owner, Englishman John Forster, died in 1882, the rancho was purchased by James Flood of San Francisco for $450,000. His friend, Richard O'Neill, managed the rancho and, after 24 years of service, was given half ownership. O'Neill built a dam to form the lake that now bears his name and introduced irrigation. The O'Neill and Flood families 181,000-acre holding occupied a sizable portion of North San Diego County and extended into Orange County. The government purchased 125,000 acres in San Diego County at the cost of $4,239,062, in 1942. The Marine Corps' role in Camp Pendleton history dates from September 25, 1942, when the former rancho was dedicated by President Franklin D. Roosevelt and named in honor of Major General Joseph H. Pendleton. The Santa Margarita Ranch was then transformed into one of the largest military camps in the United States as a West Coast base for combat training of Marines and the preserving of California's resources.
